The Gateway Program & Port Mann/Highway 1 Improvement Project

Overview
- Since 2003, Lucent Strategies has worked with the Gateway Program, the largest transportation program in B.C. history. We have rolled out strategic initiatives to build and maintain broad public and community support while the road and bridge improvement programs envisioned under the Gateway Program were successfully implemented.
- Lucent Strategies was the lead writer for the Program Definition Report, defined the policy basis and scope of the Gateway Program and laid out the benefits for road, transit, cycling, and commercial users.
- Lucent Strategies led a team of Ministry staff and external consultants to develop an extensive public consultation and community relations program in support of the Gateway Program, which reached more than 4,500 participants through more than 20 open houses and more than 80 stakeholder meetings throughout Metro Vancouver, as well as online. Lucent also led the establishment of a community relations database, information line, and web site.
- Lucent Strategies managed the Municipal Advisory Committee, comprised of senior municipal staff. We coordinated and led development and delivery of proactive and reactive Council briefings.
- When the project shifted from a Design/Build/Finance/Operate to Design/Build procurement, Lucent Strategies established the community relations group for Transportation Investment Corporation (TI Corp), the public crown corporation established by the provincial government in to deliver and operate the Port Mann/ Highway 1 Improvement Project.
The Result
- Successful Program Development Report with broad-based support to proceed based on proven need, community support, and improved transportation choices
- Environmental Certification granted with broad public support
- Built support for tolling as a partial funding mechanism and part of a suite of congestion reduction measures
- Projects are proceeding on schedule and on budget
